Lund Fire Department is asking the municipalities we serve to approve a dedicated capital fund — a predictable, set-aside budget for replacing our apparatus and gear before it fails us.
Why now
Most of our current fleet and equipment was purchased with post-9/11 federal grants. Those grants are no longer readily available, and the engines, tenders, and gear they paid for are reaching the end of their service life. At the same time, fire apparatus prices have climbed sharply. The department carries no debt, but has under $30K cash on hand — not enough to absorb a single major repair, let alone a truck replacement.
What we’re proposing
A capital budget layered on top of the existing fire service budget, phased in over two years. The full rate is the average among neighboring municipalities, confirmed directly with their departments. Because it’s tied to equalized value, it grows with the community automatically, with no special assessments needed.
Where the money goes
The fund targets big-ticket, long-lead purchases: fire engines, tenders, the rescue squad, and the brush truck — plus turnout gear, air bottles, and the breathing air compressor. Wherever possible we buy quality used units to stretch every dollar. Our 1989 brush truck is the near-term priority; Engine 1, Tender 2, and the rescue squad come due around 2035.
The bottom line
Planning ahead is cheaper than borrowing in a crisis. A capital fund smooths the cost curve, spreads the responsibility fairly across all four member municipalities, and makes sure that when replacement time arrives, the money is already there.
